2000 Passport Automatic - Slipping 1st gear?!

My dad has a 2000 Passport with an auto. He said that it seems to be slipping in 1st gear. It was an instant problem. IT never slipped until one morning when he drove it to work.
He said thatslowly gassing it makes it seem better. He said it feels like the slippage you would encounter with a low fluid level...Yes the trans is full of fluid.
Anyone have this problem? Im hoping that it could be something other than "rebuild time".
