Getting the Wheeling Fever

I would guess it's running extremely rich based on the emissions test and the tailpipe being all black. I'm looking for anything I can check. I bought a carb rebuild kit and am considering replacing all the diaphragms. I wonder if I should drop down a jet size since the truck was originally bought in Texas. It's been here (Denver area) for at least seven years.

It's an '83 22r.
