Brake bleeding

So I replaced a leaky driver's side wheel cylinder today and just bled that one. There was no air left. I went to replace the shoes on the other side and decided it would probably be a good idea to replace the wheel cylinder over there also. Again, no air. Now here is the problem. The emergency brake doesn't hold and the pedal is soft, like the rear brakes are not working. Do I need to pull the drums and adjust the parking brake, re-bleed the rear, or both? <img src="/forums/images/graemlins/zombie.gif" alt="" />
