I've done it before on a SB Ford not a 22RE so it may or may not work. Remove the sparkplugs, turn the motor by hand or breaker bar until the piston is half way up under the offending valves. Insert about a foot or more of vacume line into the bore through the spark plug hole. Then finish the up-stroke witch squshishes the vac hose between the piston and valves in turn holding the valves securely in place. Just turn it till it gets tight.
