3000rpm limit?

In POWER mode it will shift above 3000rpm, 4-5k normal.
This is also the same in manualy shifting it, I can easily get it above 3000rpm.

So why would it not down shift or up shift in the right ranges during normal driving? Not really a problem, but annoying that I have to hit a button to get any power going uphill. Wierd.
