I second the missing front signal lights being the problem. I recently had a cranky left signal, it would blink really fast like it does when you plug in a trailer harness, but the right one was normal. It was an intermittent problem though so I couldn't place it, also I could see the signal working at night so I didn't think that was it. One day when it was blinking fast all the time I left it on, got out and looked and sure enough the front signal wasn't working. Took it apart and found it all gunked up and the bulb all corroded. Cleaned the socket, replaced the bulb and bingo no more problem. So, as mentioned, the turn signal unit needs a certain resistance to work properly, if a bulb goes out, or if you add bulbs like with a trailer harness plug in (which is wired in series) you change the resistance of the system and the blinkers go.... on the blink. <img src="/forums/images/graemlins/zombie.gif" alt="" />

If you want to keep the bumper off, check out 4crawlers cheap trick page for a very nice way to wire your signals into your running lights up beside your headlights where Toyota should have put them in the First Place! You can use the sockets from your signal lights that you are not using right now.
