You will not get to all the bins just driving about. Some of them you either set yourself or find varied terrain to load the engine.
Earlier I mentioned riding the brakes. This is used to vary the load to move up and down the KPAs when at a particular RPM. If you have a hill that you are pulling 110 KPA at 3500 Revs, the brakes can get you right up on boost long enough to get some more bins set.
You need to fill in the gaps and do some smoothing. Check it all after smoothing to be sure there is not some harmonic causing what looks to be an oddity.
