It's been hot here in NJ the last couple of days and I've had no problems with my stock clutch fan in my 88 with the V6. Either you keep getting worn out clutch's or your cooling system isn't working properly. An electric fan is nice, but it won't run while you're sitting at idle until the truck really warms up. The stock clutch fan will spin at idle and should keep the temp at stock settings. I'd be looking at your radiator and cooling system before spending too much more on another fan that might not solve the problem.

And that rushing sound of air when you first start it is not the fan, it's the air going into the intake during the cold startup. You clutch fan(s) might be working fine but you've got air in the system or a clogged radiator.
