Are you plugging the vacuum advance when you're looking for 0*? If it's working right on the distributor, you'll set it to 0* then hook the lines back up and see it advance slightly.

If this is an older Yota, sometimes the signal generator goes out on them.

This is assuming the timing chain is set up right, and the distributor was stabbed back in at TDC before you started.
