Captive nuts loose

While replacing the front fenders last winter I broke off the two bottom bolts on both sides. Last weekend, I finally got around to drilling and re-tapping them.
Drivers side went well but when I went to center punch theh pass. side both broke free. They are now loose inside the body. Anyone run into this? If so, what did you do to get at and re-attach them?
