These problems come up here pretty often. As I remember the most common problem is a result of the pump ground not being good.
Some of these jeeps have a ground on the emergency brake bracket inside the Jeep I have heard regrounding that particular wire has solved some fuel pump problems. Have you checked the wires you are crossing to see if they are grounds or hot wires?
