Two parts to testing this:
1) Testing the VSV. With the AC off, try and blow through one of the tubes attached to the VSV. Should not flow air.
Turn the AC on, see if it flows air.

2) Bypass the VSV and route a single hose from the diaphram to a vac source - basically use the two connections on the diaphram with a single hose. Idle speed should change depending on the position of that plastic screw (out is faster).

In my case, VSV doesn't flow enough air to actuate the diaphram... I suspect the diaphram is old and crapped out, as I've cleaned both.
