The guy I bought my truck from just did the timing chain (himself), and it's low on power, and I've checked everything (mostly). Good comp., Cat not clogged, plugs are new and burning nice, non-huge tires, air filter clean, etc. Could he have messed up the TC job, or would the truck not be low on power, but barely running?

Look to see if the pin for the cam gear is at 12:00 and the timing mark is at 0*. If when timing the ignition, the distributor isn't set about mid hole of the adjustment slot, chances are the cam is off, giving you the symptoms you have described.
