You can adapt the 20r intake to take a holley 2bbl carb.
You can adapt a holley 2bbl carb to Chevy TBI.
I've used megasquirt to control TBI.. Basically did this on an early 22r motor. TBI is vastly superior to a carb, but really not as good as true port injection.

Other alternative would be to build a manifold for the 20r head.. Not as horribly difficult as you might think, but you need to be able to weld and do fabrication.
