It shouldn't leak at that point, even with a full tank. While it might be a rust problem, I'd be inclined to check the clamp on that filler hose first.

Of course if you need to disconnect that hose to check further, be sure to get rid of any dirt in the area first. An open fuel tank filler seems to have a magnetic attraction to any debris within 3' of it <img src="/forums/images/graemlins/wink.gif" alt="" />
