If its engaging you should 'feel' it. If its engaged without the hubs locked you will notice an extreme lack of power - as the center diff splits it between front and rear.

If they're just blinking you might have a vaccuum problem. Vaccuum keeps it disengaged.

I think you're right though - spinning the front diff without a load on it doesn't seem like a good idea.
