I would start by putting the pins in the lean position and unpluggung the lectric for a test.. just to see if it was still too rich.

If the pins are moving back and forth, the ECM is reacting to the O2 sensor.
What kind of volt meter are you using. The new modern digital ones read RMS voltage, and can give you a flase reading. Find an old analog meter and use it.
