To do it right, you'll have to spend the money, or it won't last a year in the midwest. I don't like POR-15. Best bet is a solid acid dip, etching primer, primer, top coat and clear. Or check w/ the Eastwood company - they have some coatings similar to POR-15, but from what I've heard, are much higher quality.
