I have been very curious about this bolt ever since I had to take it out myself, and every time I read somebody else w/ the same problem.

Any ideas on why in the world this thing is designed like this, w/ the allen bolt sunk in there? Why not just a regular hole and 12-14mm bolt like everything else?
It's not like Toyota to do stuff randomly by any means, just looking for ideas on what the logic could be.
