Thats really a misconception(as least in my experince), I have a 1980 Chevy Luv(same platform as the 84-86 Troopers) that has the Isuzu signature boxed frame and so far i haven't had any problems with it rusting because of muck getting inside the frame, and that is after the truck spending most of it's life in OK. The same can be said for my '88 Trooper aswell, though it has been an AZ truck it's entire life. Now I'm just telling you my expirence, guys back east will be better able to tell you about rust issues with the frame out in that area
