Care to elaborate on the differences? If I recall, Corky Bell's book was refering to what you describe as a VATN turbo. Could (definitely) be mistaken, though...

As I understand it, importing vehicles involves a fair amount of bureaucracy, especially if they were not sold here to begin with. Best bet is probably to try and find someone selling the engines (like that guy in Canada or similar).
