Even though the cat was shot, it was still working, if it wasn't those numbers should have been much higher. The '85 carb'd I was having problems with was about 1640 pre cat and 725 post cat. The factory pre-set on the carb was no longer in spec after 20yrs. If the cat wasn't working at all, with numbers that low it would definately indicate a lean mixture.
