Just to share my latest experience with the emissions test. My 86 22R is mostly free of emissions equipment but has a catalytic converter. It has a 32/36 Weber, LC Eng Header, Crane Hi6 ignition box. I had tried about everything to get it to pass (new converter), I was having trouble with HC at idle. My last ditch effort was to change out the LC Engineering Street Performer cam with a stock one I got from EB. I also have his ported head with bigger valves. The stock cam took the idle HC from 300+ to 75 and it passed. The HC (67) and CO (.27) at 25 MPH and CO (<.01) at idle were not a problem to begin with. The LC Eng street performer cam had passed previously with a stock head.
