 97 Timing Idler pulley?

On a 97 3.2l does the timing belt idler pulley have tension?
On this one once i removed the timing belt tensioner it would move back and forth freely, i seem to remember on the rodeo it still had tension even after removal of the tensioner.

ONLY THE TENSION OF THE BELT PUSHING AGAINST IT ,IT JUST SITS THERE AND ROLLS KEEPING THE BELT FROM FLAPPING AND MAKING NOISE ,THE TENSIONER DOES HAVE TENSION AGAINST THE BELT , IT IS A SPRING LOADED TENSIONER THAT ALLSO HAS A SMALL HYDRAULIC PISTON IN THE HOUSING WHICH IS WHAT USUALLY FAILS , THIS ONES PUSHES AGAINST THE BELT JERRY
