Coach forget about thehei!!1 It is intended for fuel injected engines that run a lot leaner than your carbed one will run.. There is NO BENEFIT from running hei on a carbed engine...NONE! Save your money and spend it at Hooters or somewhere you will see some benefit. The exception to this rule would be if you plan on running your engine at 6,000 rpm or higher.. if so your present spark setup will not work at those rpm.. First thing is to adjust the FAST IDLE screw.. Then with it idling at 800 or so adjust the idle rich screws one at a time. FIRST after setting the idle to 800 (or so) turn the engine OFF. Then turn each screw in to STOP while counting the turns..then turn them both back to where they were.. This sometimes CLEANS the passage.. Both should be at near the same turns out.. Then start her again and turn both screws OUT one turn...to see if the idle gets faster.. or better If it does turn the FAST IDLE screw back down to 800 again.. then turn them another turn.. What you are looking for is a little richer mixture at idle. Then turn the idle back down to 700 or so and test drive her.. Don't try to idle her down to 500 that is too slow and you will get engine stopage at red lights. Big Jim

Ok then do this: Look down into the top of the carb. There are some vent tubes pointing UP down there. Sometimes these get crapped up and no longer function properly. The thing to do is get a wire and carefully poke the wire into the tubes to clean em up.. This has improved the idle for lots of guys. Big Jim

So the problem is that it needed maintenance all along... Not bypassing the critical fuel and ignition management systems. (A simple carb rebuild) This is the very reason why all threads regarding the NB have been removed or should be.
Those systems when maintained and repaired correctly have that engine running with the best performance and MPG. Bypassing will always cause a loss in MPG. Compared to a properly tuned and operational BBD ecu system.
If performance and MPG is the goal and you can't get the PE system working well, go with a nice Mopar or Howell EFI system. (No belly acheing about money)

Coach it has been my experience that these carbs work well for many years if used daily. The problem is that many are 2ed cars and not used even weekly in many cases. SITTING is the worst thing for any carb! Hollys are horrible at sitting! And they are known to be a great carb. Many times just sitting on a car lot waiting to be sold will crap up a Jeep carb. Hey Coach, I had the same exact problem and took it to three different mechanics. None were able to fix the problem. Evertime I would come to a stop, the engine would die. Of course it would start right back up and run great until I stopped again.
I had enough and replaced the brand new rebuilt carb with the Howell TBI fuel injection system. I have not had a problem since.
