The CC prob sounds like the "cancel" program is geting engaged. When you are making the moves described it may be the gas pedal cable is flexing (indicating you want to accelerate) the brake sensor is activated (you want to stop) or there is something going on in the steering wheel circuit related to the cancel button. Spend the time to do the FSM download and you can get all the electrical diagrams.
