You need the SST to do it correctly. say what? and arn't the steering arm shims just for kingpin bearing preload? er wait. you have the install shims evenly on both sides of the knuckle correct? cause i may not have done that.. No, the bottom shims are for centering the knuckle. The top shims are for adjusting he preload. You cannot go by what shims are correct for one will make them correct for the other. The last time I rebuilt my front I was able to use the SST and both sides took different amouts of shims. One of the measurments you take is the distance between the mounting surfaces on the top and bottom of the knuckle. They were not the same on the PS and DS knuckle. Click on this link and go to page FA-54 and it will show you the SST I used and the correct way to set the knuckles up.
