I got 9.5 volts for about 5 seconds measuring from the bus bar to the negative terminal of the battery... Thoughts?
When it is above freezing in my garage I will resistance test the individual glow plugs. They have the green tops.


Did you check each plug individually first? If you did 9.5 V is a bit too good (I would guess).. The more likely scenario is that one or 2 plugs are low or bad. This makes the current draw low.. Low current draw makes a smaller voltage drop across the ballast resistor hence your 9.5V reading..
