I have never had a shop say "We cant help you, we dont have the right tool". Are you going to a country garage where these guys know only how to fix Chevs and Fords? Most shops that need a certain tool can usually get that tool sent to them immediately by their suppliers or they go to the local auto parts store and get it.

This is a chance for them to charge you extra as they had to source out a really rare Allen key <img src="/forums/images/graemlins/lol.gif" alt="" /> ... actually where is the shop? I will fedex 2 or 3 of them right now !
