I agree you shouldn't use it below 45 however I did once on a dirt road and it seemed to work down to 30 mph.

Most auto manufacturers (GM, Ford, Chrysler, Honda, maybe others also... ) cruise controls retain the "set" speed unless you turn off the main power to the cruise, or turn off the ignition. Tapping the brake or pressing the "cancel" switch disengages the cruise, but doesn't usually erase the "set" speed.

For some insane reason Toyota cruise controls (back to 1990 at least) have this irritating "set" speed cancel feature below "approximately" 25mph. (which means that you have to re-set it every time you slow down below 25 or stop at a stoplight, even if there is no traffic and it would be completely safe to use the cruise) Go figure!
