Havent since I have had the truck. Hopefully the the PO had, its at about 158,000, should probably look into that.

I don't know why they put it there either, but I relocated mine to the inner fender, and had new fuel lines built for it, and no matter what I did to isolate the filter from the fender, the noise from the filter would transmit through the cab. Not a good idea. I moved it back to the block in its factory position.
