Yes with a water cooled IC, you have to have a radiator of sort, but that can be much smaller than an air-to-air IC.

Here is a picture of a casting I did. Would have been better, but I had no way to control the flow since I was doing it by myself without the use of any device to help support the weight. A sprue collapsed because I started pouring too fast.

It is better to make torque at high rpm than at low rpm, because you can take advtage of gearing.
