my 1999 tacoma TRD has a problem that occurs randomly. when it comes to a complete stop the driver whell (rear) locks and will only unlock when driven in reverse for a few yards or rev it up and force it forward which results in a jolt and a loud clunk noise from the rear. my e brake cable disengauges just fine...any ideas???

Are you starting out in 4 or 2?

Gear oil leaking on your brakepads(due to bad axle seal)will cause drum to lock up.Check for greasy mess on the inside of your tire and backing plate.

Next step is to pull off the wheel and brake drum and take a look!

what is the chance that the cylinder is to blame but will still act as normal when the wheel is not sticking...understand?...seems like it is a random (semi) problem i am having and doe not occur at every stop.

Lawnmowerman gave you the correct answer; pull the wheel and look for contaminated brake shoes. You will find either axle grease or brake fluid on at least one of the shoes.
