If you just replaced the carb there's no sense throwing another carb at it if you still have the same problem as before.

Don't know about New Mexico's requirements. You'd have to check with your local DMV. According to Bernalillo County Aircare, all vehicles manufactured in 1975 and newer are required to be tested (if commuting in Bernalillo County). Vehicles 1975 - 1986 require testing every year.
