I changed the fuel filter and it still doesn't get any Fuel. The fuel pump runs and just gurgles and spits a little fuel but never does get a steady stream. I think the pump is bad? Is there any other reason that would cause me not to get fuel at the fuel injection rail?

The pumps usually have a screen on their intakes... that could be clogged.
There could be a hipressure leak inside the tank hose..
Outside of that the pump itself is so worn it cannot get the pressure needed.
Sounds like not enough gasoline in the tank don't it?
I have not had one that WOULD run that was bad.. If they ran the problem was something ewlse..but one never knows till the problem is found.

When you pulled the filter out, was it full of crap? If it was, it could be that the inside of the tank is full of crap clogging the screen.

I dumped some gas down the throttle body and it fired up for a couple of seconds so the problem is definitely fuel. The tank is plastic and I cleaned it out before I installed it and I also installed a new rubber gasket with it. The pump has always been loud and runs continuously so IÆm thinking thatÆs the problem? So I think I will buy a new pump and go from there.
