It's got a couple of ball bearings in it that serve as valves. It is possible you have some gummy's keeping the balls from doing their job... The choke could be partially in the ON position.. I cannot remember if the vac is routed thru the top of the carb or not.. Is yes then the gasket could be leaking vac..
