Ok, I just checked the timing and here is what i have:
7 Deg BTDC @ 0 Inches/HG with vacuum adv hose plugged and dizzy capped
VAC Advance check:
23 Deg BTDC @ 12 Inches/Hg with vacuum gauge/pump
12 Deg BTDC @ 6 Inches/Hg with vacuum gauge/pump
Centrif Advance:
16 Deg BTDC @ 2800 RPM.

I also sprayed some more carb cleaner along the intake mani and carb base plate and i do get a slight stumble when spraying it at the intake manifold right by the mech fuel pump. I also removed the hose from the out end of the filter and had a steady stream coming out of it from the gas tank being pressurized. I havent done the accel pump check yet to see if it is starving. Also i only have a vacuum pump in inches/Hg not Lbs/Hg. I am also hearing the hydro lifters ticking sometimes when i rev it up to around the 2800 RPM range but no all the time. I am thinking about just replacing the head with a clearwater head if i find a crack when doing the intake manifold gasket this coming weekend.
