Turn the crank only counter-clockwise about a tooth or two in distance. Now the crank and the crank only is just a bit before TDC. Put the belt on as best you can, as hand tight as possible anyway, and when you now turn clockwise, the slack gets used up by the pre-measure you just took.

After a revolution to see how close you are, repeat as necessary, either increasing or decreasing the amount of teeth that you sort of preload into the system.

This makes quick work of getting everything where it needs to be.
