Been reading all these posts and find them invaluable but I am a little confused. My Pajero is being dealt with by A&A Brokers right now in Vancouver. Please correct me if I am wrong but when A&A calls me next they should have completed their stuff and should be ready to go to inspection.....but only after I have installed my new headlights and got the DRL's going. Right? Or, can I get an interim permit to bring it to Whistler then have a grace period to get it done?
O.K. So what is this all about an OOP (Out of Province)inspection? Is this different than a regular inspection?
Also, I have seen other things adressed like Catalytic converters, High mounted stop lights, Windshields that are not marked AS1, AS1, AS10, AS14.
Is it me or is this a little confusing.

After you recieve your massive bill from A&A, BTW I think using a broker is a rip off... You are not supposed to be able to get a temp permit for these vehicles but you still can at some insurance shops, you will need your export certificate (translated) and a bill of sale. You will need to order headlights from the Mitsubishi. They cost about $700 for the pair tax in or if you buy from the states expect after tax, shipping and customs $560. Your Pajero should have a third brake light not that it matters as SUVs are required to have them after 1993. Now the hardest part is finding a garage willing to do your inspection. OOP is the only inspection you need. Your stock glass should be OK as long as it wasn't replaced at some point, then it may not have the proper stamps. Do you know if your car is coming in on RORO or by container?
Good luck with the new Pajero

Do you know a part numer for the proper headlights? I also have a 1992 Pajero long Exeed that has already arived in port. I am just waiting to pick it up. I am importing it myself, so i need to order the proper headlights. When i call the Mitsubishi dealer, they said that they can't order them without the serial number. I would like to try to have the lights here by the time i pick up the truck. Any recommendations as to where to source the lights from the states would be greatly appreciated.

Mine came in on RORO. Apparently sitting behind a bunch of new vehicles right now. I know A&A is a bit pricey but too much going on in life right now. By the way, who do you use to ge an inspection done? I might use the same people.

Bringing a vehicle from another Canadian province is one inspection (OOP as you put it) but importing a vehicle into Canada requires 2 inspections.
1: Federal inspection adresses all vehicle recalls etc. also verifies VIN. Your importer may perform this but Canadian Tire (Canada Customs supplies list of inspectors for Federal Inspection)is the only authorized inspectors to my knowledge. If I recall you have 90 days to perform this.
2: Then the Out Of Province Inspection (OOP) adresses everything. As of Feb, 1/07 all inspectors are required to take digi photos of vehicles at 45 degree angle front and rear then send them in to DOT. The flash will show proper reflex reflectors from front and back. Necessary headlight lenses as well as DRL's.
I have been informed the vehicles which were permitted thru inspection without these changes will be watched for in roadside checks and required to meet these rules. (In B.C.)
The vise is tightening guys so if you plan on a right hand drive, get it soon the end is near.

If I recall you have 90 days to perform this. This is completely wrong, and a source of great and continued confusion. The RIV and Crappy Tire inspection ONLY applies to vehicles imported from the USA. Currently the law is like this: Vehicles imported from any country other then the USA are prohibited, unless they are 15 years old or more. Importing a vehicle from Japan requires only an OOP for the province in which you want to register it. Your provincial inspection stations and insurance are the hurdles, not this RIV list stuff.

'Bull's right - RIV is only for vehicles coming up from stateside. We only need OOP.
All OE mitsu glass will pass inspection, and is clearly marked, UNLESS, as posted above, it was replaced at some point with non-OE.

Vehicles 15 years or older ARE exempt from RIV. Was the vehicle produced in the first or second month of 1992? <img src="/forums/images/graemlins/scared.gif" alt="" /> If not, you may want to sit on it until it is and save some headache. RIV does not apply to vehicle ONLY imported from the USA. This is taken from RIV website maybe you should read it Vehicles acquired in foreign countries other than the U.S. and designed, built, tested and certified to meet either all applicable Canada Motor Vehicle Safety Standards or all applicable United States Federal Motor Vehicle Safety Standards and bearing a statement of compliance label affixed by the original manufacturer, as required by the Regulations, may be eligible for importation into Canada provided the vehicle has not been altered and the certification from the original manufacturer is maintained, which may be subject to verification at the time of importation. A vehicle imported under these conditions will be subject to the Registrar of Imported Vehicles program which may be accessed at the following web site: http://www.riv.ca. Please contact Transport Canada, Road Safety and Motor Vehicle Regulation Directorate, at 1-613-998-8616 for further information.

In not so many words, vehicles produced outside the Canadian and US markets are not likely to meet all of Canadian and US standards. Good luck finding a vehicle that can pass as it can't be modified. This is the governments way of pretending to be reasonable but reality is it can't happen.
And by the way if it was not near 15 years old to month date to be eligible for import it would be sent back to Japan at the owners expense.
