This is completely wrong, and a source of great and continued confusion. The RIV and Crappy Tire inspection ONLY applies to vehicles imported from the USA.

Currently the law is like this: Vehicles imported from any country other then the USA are prohibited, unless they are 15 years old or more.

Importing a vehicle from Japan requires only an OOP for the province in which you want to register it. Your provincial inspection stations and insurance are the hurdles, not this RIV list stuff.
