RIV does not apply to vehicle ONLY imported from the USA.

Yes, actually it does. RIV applies only to vehicles manufactured for the US Domestic market being imported into Canada.

From the website: "The Registrar of Imported Vehicles program regulates only vehicles originally manufactured for the U.S. market."

Then the RIV Website sends you to Transport Canada for vehicles from any other country:

"For information on the importation of vehicles into Canada from countries other than the United States, go to Transport Canada's web site as well as Canada Border Services Agency's web site."

Where you learn that if it's less than 15 years old - good luck. The original poster I'm sure knows about the 15 year rule, why are you confusing things?

These is no required RIV inspection for a 15 year old + (to the month) vehicle imported from outside the USA. Canadian Tire may or may not do the Out-of-province inspection, it will depend of if their mechanic is certified. At least in AB, the mechanics must get certified. He'll have to phone around for a place to take the vehicle.

This is taken from RIV website maybe you should read it

Been there done that. Hey, I even imported, registered and insured a JDM vehicle. No RIV required.

No I have not.

I have however inspected vehicles from many other provinces and countries including Germany, UK, USA and Mexico. I have been an inspector since the program started in B.C.

I have had many in depth conversations with the higher ups in the B.C. DOT and the 15 year importation exemption is coming to an end very soon.

He also told me that ICBC will not be permitting any repairs (claims on existing vehicles, compliant or not) after the new legislation is in.

90% of the Designated Inspection Facilities are turning away the imported vehicles due to the high liability factor.

Take this any way you want but the days are numbered.

Darth,
I suspect your comments are ill informed and confusing to the masses. you allude to chatting with the higher-ups but no names are mentioned, care to identify who you actually where chatting with?
the RIV program is for units coming in from the states OR less than 15-years old from other countries into Canada. Right now as long as the unit is older than 15-years it is EXCEMPT from the RIV program and as an inspector you should know this. STOP posting up information that is misleading or a blattant lie.
the powers that be want to change the ruling based on false information produced by government officials TRYING to support the "15-year old imports are more dangerous than newer units" but according to this:
http://www.ivoac.ca/docs/IVOACPerspective.pdf
they are extrememly wrong in their figures. we also have more information to release in the near future showing that the government backed report CCMTA agenda #29 is extremely misleading and erroneous in its construction.
you can pass this info on to your "higher-ups", www.ivoac.ca is here to stay and we have the power to STOP the 15-year change.
for those of you that have not joined up yet, this is YOUR fight. do you really want people like Raider here controlling your lives and what you drive?
cheers

Stick to the facts here guys. If you have specifics, post em up like Wayne did above, but rumours and innuendo help nobody. This is a hot button issue that we need to work together on. (And let's leave the name-calling for the Pirate board....)

BTW, for those of you who don't know Wayne, he is a leader in the RHD commmunity, and is taking up the fight for our rights with both barrels blazing... . He also has a really cool Mitsubishi Jeep (which I haven't seen yet, only in pictures) so he's not only a 'Cruiser guy (not that there's anything wrong with that! ) but a Mitsu guy too! (Wayne, I was corresponding with you back in Feb last year about a Pajero, before I found mine on USS auctions).

No sense fear-mongering or "he said - she said". In the mean time, this claim is downright farcicle. There's no way ICBC can legally implement a policy like this. The other thing worth mentioning here is the 15 year rule is FEDERAL, not provincial, so BC DOT has to stand in line behind everybody else who wants their legislation pushed through.

Is this a published number, or a WAG? I'd like to see specifics.

Have you been taking to my son or wife?

I was not aware I was being nailed to the cross.

Have you heard the term "shoot the messanger".

ICBC and DOT are the same, they are one. Call it fear-monering or what ever you want Phil. The consumers that are buying these imported cars & trucks are going thru inspections,(should say were) and thinking they were "safe" but a great majority are not. I am not a politician but I know these laws ansd rules were made for our safety and the safety of our children.

I don't have any published #s for you because this took place in a phone conversation.

I think you guys believe I am against RH drive vehicles. I am not my friend across the street owns a Surf and I have worked on it many times for him. "does he have reflex reflectors and the proper headlights" NO. Did I inspect it and PASS it NO. I tell him each time I repair it that he has left himself in a vunerable position.

See our government is all about pointing fingers meaning, making someone accountable.

Should an accident occur and investigation shows one of these items was a factor who is responsible the owner? for driving what he purchased as a safe truck or the inspector for saying it was OK and passing it? You see how the blaim runs down the line.

You wonder why Inspection facilities are turning away imports. Would you like to sign your ticket away?

Got an idea how many nissan Skylines came to Canada last year?

NO headlights, side makers, reflex reflectors the list goes on.

If they must come PLEASE can they follow the rules as everyone else must. It is for our own safety. NOT because we want to ban RH drives.

I agree with you about lights ect... I don't agree that BC is not exercising the same stringent rules with local cars, they don't inspect cars in BC if it was originally from BC. Not a day goes by that 10 - 15 piles of Sh*t pass me on the Sea to Sky Highway, tons of lights not alligned, some without both headlights, some with the muffler hanging off, some so rusted they are about to fall apart ect... A refelector or 2 is the least worry for our Government that says safety is an issue with these. Safety would mean p*ssing alot of people off, because if safety is the issue then alot more cars than you think would fail and should not be road worthy. Mechanically speaking I would put up RHD vehicle against any car on the road of the same year and then we would see who's cars are safer.

you are wrong, DOT and ICBC are NOT the same.
question, how do anyone follow rules that change almost monthy by memos due to Mike Woods arogant stance against RHD units o BC roadways? many of the inspection facitlities refuse to inspect units due to the CHANGING rules and yes they are in their right to be worried of loosing their license.
you really need to sit down and re-evaluate the rules that you and your workmates are forcing onto the masses. Mike has created the hornets nest, he now insists that ALL OOP units inspected have phtots taken and sent of to Brian for confirmation before passing them. what kind of back log do you think Mike Woods is and has created by this super smart move?
Mike is your boss, you would think he would at least make sure his inspetors are up to speed but obviously not.
such is life in the Republic of Kolumbia...

This does not inspire confidence. An inspector who has "been in from the beginning" and apparently can't correctly interpret the regulations?

Does anyone in the civil service still understand that they are "public servants", not the minions of some police state?

Regulations and bureaucracies exist for the protection and service of the public and the public interest, not the other way round.

Time some people got that through their heads.

For everyones information I have no problem interpreting them.

As Wayne has stated memos come every month or so. Not hard to interpret very cut and dry actually.

Why do you think Mike Woods and Brian Kangas have come up with this so called back log idea? (which I shared with you at the begining of this thread)

This is the link if you wish to read the memo

www.th.gov.bc.ca/cvse/vehicle_inspections/PDF/Bulletin_07-02_Imported_Vehicles.pdf

Stop and think for a moment maybe this will help identify the problem areas so they can be dealt with. Will the 10% please stand up!

Exactly this is why they must be enforced, it is not communism it is SAFETY.

As for the cars on the road that we think shouldn't be there because they look crappy or are rusty, this maybe true but they are existing not trying to enter the country. I don't believe I will see private vehicle inspection annually or at point of sale in my time. I don't believe that is the answer. I believe the roadside attacks are the most effective. That takes more manpower which they don't have.

You don't think I get upset with this crap, memos every month, fee for this and that, buy this imprinting machine then in 2-3 years its worthless because I will be forced to "Eform" my inspections in which means more money.

Mike Woods is not my BOSS I call him a head inspector. I am my own boss, well along with my brothers.

I know what he and I along with others in this counrty want is vehicles arriving in this country to meet the safety regulations. He may be arrogant, so what alot of people are. You don't think he is getting Federal PRESSURE breathing down his neck. Guys this is not one man against RH drive imports it is much larger than that.

Good luck on your battle I have typed enough for two years now.

May the force be with you and your friends.

OK this is where you get the last words in
