I'm not familiar with the factory specs for IGt and IGf when turning the motor over, so I assume you're doing it correctly.

Do you have spark? IF so, this indicates that your ignitor and ECU are functioning and know to fire.

If you've got 12v at the injectors, then the only thing that remains is to fire them via grounding them at No.10 and N0.20 at the ECU. These are actually the same connection in most trucks/4runners, except for the turbo as the harness is merged in the engine compartment.

What I'd do is test for continuity (with the engine off) between the injector(s) and pins No.10 and No.20 at the ECU. You should get continuity.

The other thing I'd check is the REST of the engine grounds at the ECU. Senor grounds are different, but there are 3 engine grounds total, not counting sensor grounds:

Last, I'd plug the ECU back in and check for continuity between ground and No.10 and No.20 (seperately) while turning the truck over.

My guesses:
1) Incorrect ground somewhere - test all 3
2) Broken connection between the ECU No10 No20 and injectors <--- (most likely)
3) Bad ECU
