Explain. 10 & 20 should pulse to ground.
If you check 10 & 20 with the ignition on, not turning over, you should read 12v between those points and ground (this is with the ECU plugged in)
When turningn over, you'll see voltage vary as they get pulsed to ground.

Can you confirm that 10 / 20 are pulsing to ground when you're turning it over?
