That's not it.
Your fan isn't working on all speeds because the resistor pack is bad. It's mounted in the ductwork under the dash. You'll see a 3-4 wire connector going into a duct. When you pull out the entire thing it will look like 3 coils of wire inside. They are the fan speed resistors, and are bad.
