Phenolic resin is used as an insulating layer when it cools and hardens. In this case, the phenolic spacers serve to insulate the injectors from the heat of the manifold, specifically heat of the thermostat housing. This was a little nod towards helping the turbo motors run a little better by keeping their fuel a little cooler. It's a nice touch, but not necessary.

A little bit of oil in the intake tract is common. It's only a problem if you have a lot of oil.
