Rubi uses an air locker (NOT made by arb)the rear axle unit is half geared limited slip half air locker. The front unit is an open diff till the locker is turned on.
They use a tiny compressor for each locker(2) that produces 5 psi. (An ARB uses 90 psi). The rubi locker has the accutator on the (all inside the diff cover) but outside the diff unit itself. So servicing needs to be done very carefully.
I personally think they are junk.

Jeep was too cheap to use ARBs.

Eaton has nothing to do with rubi lockers.
