It sounds like you have two different problems.

The "park" feature of the window wipers is a function of a limit switch inside or attached to the wiper motor. If the wiper switch is turned off in mid-stroke, the limit switch will keep power on the motor until the blades reach the park position. However, if you turn off the ignition key while the wipers are running, all accessory power is removed, and the blades will stop where they were when the ignition switch was turned off.

I can't see how a problem in that area would affect your high beam light. It's possible, I suppose, but I can't figure out how.
