the best way to repair is cut it out and replace with new metal. ive had not that great luck with rust-stopping products. even por-15 dosen't really stop it.

fix any structural issues, new sheetmetal etc. and paint it.

as far a preventing rust, the BEST possible thing you can do is keep it clean and oil undercoat it yearly. i live in NH and have to deal with lots of salt and general nastiness. the only reason both of my trucks are still in one piece is they were always oil coated.
