Exactly as the subject says, no matter what I do the a/c compressor is always powered. Any suggestions?

Is there always power to the AC clutch or is the clutch locked in the on position?

some turn on and off pretty often on the newer trucks to keep the pump lubed up. but not constant.

I thought there was something wrong when I first learned about it.
on my 99 dodge it turns on and off at around 15 to 20 second cycles but it is on only for about 1 or 2 seconds.

my wife's 94 explorer is the same way.
