I can't help you with your exact question, but personally, I'd drop the tank and replace the pump. There's a reason they're in there. They run cooler (usually means they last longer) plus electric pumps are better at pushing than pulling. So when it's in the tank, it only pulls a little bit.

What makes you think your pump is going bad? Usually they just die.
